Underlayment is the water resistant sheet laid between the deck and the finished roof. Ice and water barrier is a self adhering membrane used at the eaves, valleys, and around penetrations, where wind driven rain and ice dams push water back up the slope. Decking, also called sheathing, is the wood layer the whole roof is fastened to, and it is the one part nobody can inspect until the old roof is off.
A full replacement is permitted work. In Massachusetts roofing falls under the state building code, 780 CMR, and a tear off is pulled through the building department of the city where the house stands. We handle that paperwork as part of the job, and the inspection that follows is a second set of eyes on the work.
